Rajasthan passes Coaching Regulation Bill 2025: Refund rules, student welfare, and strict monitoring

Rajasthan Legislative Assembly has passed the Rajasthan Coaching Sector Control and Regulation Bill, 2025. Coaching institutes will not be allowed to demand entire course fee at the time of enrolment of the student.If the student leaves the enrolled course before its completion then his/her course and tuition fee will be refunded. Though fines have been reduced but penalties for violations are still considerable ranging from Rs50000 to Rs 2 lakhs.  The bill creates Rajasthan Coaching Regulatory Authority which  will oversee the implementation of the act. As per the act coaching institutes will provide notes and study material free of cost to the students. The act has forbidden coaching institutes from publishing misleading advertisements. A 24-hour helpline, an online complaint portal, and grievance committees will be set up. Compliant institutions will be rewarded with advance rankings and recognition from the state government.

Notably,  a National Task Force created under Supreme Court’s order monitors the implementation of mental health provisions for the students.
