Rajasthan Illegal Religious Conversion Bill Prohibition Bill, 2025

Rajasthan Legislative Assembly has passed Rajasthan Illegal Religious Conversion Prohibition Bill,2025. This law has made forcible religious conversion a non- bailable offence.   As per the provisions of the bill anybody who wishes to change his/her religion for marriage or any other purpose will have to file an affidavit with the respective district collector 90 days before such conversion. If this procedure is not followed then the religious conversion will be deemed as illegal and action would be taken as per the provisions of this act against the offenders. The bill also entails punitive action against organizations involved in illegal conversions. The property of those organizations which carry out religious conversions through threat and enticements will be razed to the ground or bulldozed. Marrying with the intention of religious conversion will also be treated as illegal. Anybody who marries through deceit, fraud and false promises will be treated as an offender. The conversion carried out before or after the marriage will be treated as illegal. He/she will be punished for his/her offence. The marriage will be treated as null and void. Punishment for forced conversion through marriage entails imprisonment ranging from 7 years to 14 years and a fine of Rs 5 lakh. 

Provisions of the Bill

1.       Punishment for mass conversion: 20 years to life imprisonment + fine up to ₹25 lakh.

2.       Forced conversions: Non-bailable offence.

3.       Mandatory intimation: Religious heads must inform magistrate 2 months prior in case of collective conversions.

4.       Notice of conversion will be pasted on Collector/ADM office notice boards.

5.       Public objections will be invited for a duration of 2 months and only after a proper hearing, conversion will be permitted.

6.       Converted person must appear before Collector within 10 days.

7.       Registration of Institutions involved in illegal conversion will be cancelled and a fine up to ₹1 crore will be imposed.

8.       Even in the case of voluntary conversions application has to be submitted before the concerned ADM or Collector 90 days prior to such conversion. Moreover a public announcement will also be made.

9.       Conversion affidavit must be submitted within 72 hours of voluntary conversion to Collector.

10.  Collector may conduct a verification if any objections are raised.

11.  The facilitator of religious conversion will have to prove that the conversion was done voluntarily.

विधेयक के प्रावधान
